Conflicts of interest
The conflict register records three things:
- the roles, affiliations and clients that could pull a member's judgment two ways;
- the statements members make about them;
- the decisions they step back from.
It lets one person hold a public role and help lead a private organization without mixing the two.
Go to Trust → Interests and disclosures for interests and disclosures, and Trust → Recusals for the recusal log.
Interests
An interest is one thing a member holds or is tied to:
| Kind | For example |
|---|---|
| Role | A seat on the planning commission; treasurer of a food bank |
| Affiliation | Membership of a union, a trade association or a professional body |
| Client | A firm or person the member works for |
Roles belong to one of two tracks:
- Track A is public participation: offices, appointments, and advisory seats on public bodies.
- Track B is the independent organization and its partners.
A Track A role can carry flags:
| Flag | Meaning |
|---|---|
| Holds public office or appointment | Linking this role to a restricted project walls the project off from its holder (Information barriers). |
| Votes on decisions | The body votes, and the holder has a vote. |
| Approves funding | The holder signs off on grants, contracts or budgets. |
| Advisory only | The holder advises but does not decide. |
Each interest also records the body or counterparty, the role title, the public institution (optional), and when it started and ended.
Who sees what. Owners see every interest in the workspace. Other members see only their own; anyone else's answers "not found". Members declare their own interests, and owners may declare one for any member.
Withdrawing. An interest declared in error, or no longer relevant, is withdrawn rather than deleted. It stays in the register, marked withdrawn, and drops out of the next disclosure. An interest that has simply ended keeps its end date instead.
Disclosures
A disclosure is a statement of a member's active interests. It is generated from the register, so it says the same thing however it is asked for, and it is frozen with a snapshot of those interests.
- Every new statement is a new version (v1, v2, …). Earlier versions are never edited.
- A disclosure has a purpose: periodic, meeting, appointment or other. It can also be about one record, such as the meeting it was made for.
- Every member can read every disclosure. A disclosure exists to be disclosed.
Recusals
A recusal records that a person steps back from one record, and why. A recusal can be about any of these:
- a decision, position, budget line, agenda item, meeting, matter or decision log entry;
- an issue or an initiative.
A type can be chosen once the part of the app that holds it is in your plan, and the record must exist.
- A recusal names the person, the record and the reason. It can name the interest behind it.
- A person has at most one live recusal per record.
- A recusal is never deleted. The person or an owner rescinds it, with a reason, and it stays in the log marked rescinded.
- Each recusal is linked to its record, so it shows in that record's links panel and timeline.
- Every member can read the recusal log.
Who can do what
| Action | Who |
|---|---|
| Declare, edit or withdraw your own interests | Every member |
| Declare, edit or withdraw anyone's interests | Owners |
| See interests | Your own; owners see all |
| Make a disclosure; read disclosures | Every member |
| Record a recusal; read the recusal log | Every member |
| Rescind a recusal | The person recused, or an owner |
Every change is recorded in the audit log.
